International Communications Projects
North America - Served as Privatization Advisor to and represented the Government of Guam in all aspects of preparation for and sale of the Guam Telephone Authority, a transaction which marked the privatization of the last government-owned local exchange carrier in the United States and its territories.
- Handled transactional and regulatory matters for an international technology developer in its acquisition of a Canadian corporation holding wireless spectrum licenses; advised client on Canadian regulation governing the spectrum and transfer of the licenses.
Africa - Worked to secure satellite licenses, analyze foreign regulatory regimes, and work on spectrum licensing issues in Djibouti, Bangladesh, South Africa, Somalia, Nigeria, and with a particular focus on Ghana. On behalf of the Ghanaian government, drafted some of the first wireless telecommunications licenses the government issued to competing wireless carriers.
Asia - Worked on international long distance resale issues and related telecommunications issues in India in 1997-1998.
Europe - Assisted an international technology developer to obtain ARCEP clearance to demonstrate a defense technology at the Paris Air Show.
- Represented a European telecommunications company in a series of transactions involving the acquisition of interests in U.S. wireless and information service providers, including Powertel, Voicestream, Aerial, DiGiph, and Metro One Telecommunications.
- Advised investor on a co-investment in the privatization of the Bulgarian Telecom Company (BTC), involving both land lines and cellular systems.
- Served as one of three arbitrators on an arbitration panel in major international telecom arbitration between Telenor, the Norwegian telecoms provider, and the Republic of Hungary.
- Advised U.S. shareholder in a wireless license application in the Republic of Slovenia, in connection with the applicant's efforts to reverse an adverse licensing decision, including advocacy before the Slovenian government and advising the applicant in litigation brought by the applicant against the Slovenian government before the European Court of Human Rights.
Australia - Assisted an international technology developer with vetting the Australian regulatory requirements to demonstrate certain defense technology at the Pacific 2008 International Maritime Exposition in Sidney.
Middle East - Advised in negotiation of organizational and management agreements for applicant for telecommunications license in Qatar.
- Provided other international advice on an informal basis, including informal advice to a Qatari telephone provider, on analysis of bidding procedures for wireless license award and components of a competitive telecommunications regime.
Multi-National - Acted as inside counsel for a major publicly traded telecommunications service providers in joint venture and asset transactions in Asia, Europe, and South America, including transactions with government-owned or controlled enterprises.
- Worked on international spectrum issues, including the introduction of new technologies related to advanced radiolocation systems in a range of countries, for example, Chile, Australia, Canada, South Africa, Indonesia, and Peru. Drafted reports for use by client’s customers to help them secure necessary licensing. Addressed equipment authorization and export control issues. Work on similar issues for Russia and China.
